Looters

Place signs throughout the disaster area left by Katrina that say "Looters will be shot on sight" and then enforce it.

As if the natural disaster is not bad enough, leave it to humans to worsen it.

I'm so disturbed by the reports of looting in New Orleans, for example, Walmart's gun section being cleared out. A nurse reported looking out the window where organ transplant patients are recovering and seeing "bands of people carrying guns". A police officer was shot in the head yesterday, and thankfully, is expected to recover. What is wrong with people? This is such a horrifying circumstance.
